On July 30, the European Commission announced that, in response to an application filed on June 19, 2019, by Kuraray Europe GmbH on behalf of producers accounting for more than 60% of the EU's production of the same product, the Commission has initiated an anti-dumping investigation into polyvinyl alcohol originating in China. The EU CN (Combined Nomenclature) code for the product in question is ex 3905 30 00 (TARIC code is 3905 30 00 91). The period of investigation for dumping and injury is from July 1, 2018 to June 30, 2019. The period for injury analysis is from January 1, 2016 to the end of the period of investigation for dumping and injury.
Polyvinyl alcohol is an organic compound, a white, flaky, flocculent, or powdery solid, odorless. Soluble in water (above 95℃), slightly soluble in dimethyl sulfoxide, and insoluble in gasoline, kerosene, vegetable oil, benzene, toluene, dichloroethane, carbon tetrachloride, acetone, ethyl acetate, methanol, ethylene glycol, etc. Polyvinyl alcohol is an important chemical raw material used in the manufacture of polyvinyl acetal, gasoline-resistant pipes and vinylon synthetic fibers, fabric treatment agents, emulsifiers, paper coatings, adhesives, and glues.
